One activation covers one live website. Staging and local development sites are free: build there, then move the activation to the live site from your account.
Yes. Your license includes the Elementor 4 toolkit. Update the plugin and it appears on any site running Elementor 4. You do not need to buy again.
Annual plans can be upgraded at any time for the difference. Lifetime plans are sold at a fixed site count, so pick the count you will need; you can always add a second license later.
